, the most likely deal on the table seems to be that scaled-down proposal president obama suggested last fright. just to recap, extend tax cuts on household income under $250,000, that's 98% of americans. extend unemployment insurance. that's important. and likely extend the alternative minimum tax fix. but is this bared down plan something house republicans can really get behind? house and congressional leaders to reach a budget deal to avoid tax increases for nearly every american. president obama is on vacation in hawaii, and that's where we find nancy cordes tonight. nancy, what can you tell us? >> well, jim, still no conversations today between owmocrats and republicans on how to avert the fiscal cliff, which is a sure sign that the senate majority leader, harry reid, a democrat, is working on crafting legislation on his own that he would essentially dare house and senate republicans to oppose. his legislation would likely extend the bush-era tax cuts for households making less than 250,000 a year. it might also include enough short-term spending cuts to temporarily offset for, say, six or eight months, the indiscriminate across-the-board spending cuts that are set to go into effect on january 1. yis bill would also try to tie up some year-end loose ends by extending long-term unemployment benefits, patching the alternative minimum tax that duds up hitting so many middle class families, and preventing a mbg scheduled drop-off in thdicare reimbursement rates

thing the prospects of getting a deal after january 1 are significantly higher and that is for three reasons. first now president obama has all the leverage. after january 1st the leverage shifts to the gop. because president obama perfectly going over the fiscal cliff to blame republicans because he can't default on the debt. he will have to compromise between now and february. second of all the baseline gets reset if the tax cuts expire. everybody will propose a tax cut in january and right now we're fighting whether to increase taxes or not. you can see possibility of a deal seen as win-win for both sides. third, if republicans don't come up with a deal, a bad deal right now, they still have the $800 billion in revenue they put on the table from limiting deductions and loopholes that they can use to buy down rates. so i think the odds are, after january 1 we will get a deal and it will be much more favorable deal to the republican party because we'll have the leverage and president obama won't. heather: simon, basically what mark's laid out there would be more of a bunge jump over

gotten it wrong every time over 50 years. and so whether you're deal -- what you're doing with obama is not just the expiration of the bush tax cuts, but obama tax goes into effect as well. the cap gains rate will go up 58% and this is going to lose revenue rather than gain revenue just as it has in the past. similarly, the tax increase on dividends. if the bush tax cut expires, along with the obamacare tax increase, the tax rate on dividends is going to increase -- actually triple. when bush cut the tax rate on dividends, dividends pay soared and so did the taxes napad on them as a result. if you reverse that tax cut and put the obamacare tax on top, dividends are going to collapse and so are the revenues that government will collect from the dividends. you'll have a similar result as you had in 1990 where they increased rather than declined. >> clayton: do we not learn from our history? this seems like it's just repeating all over again. politicians aren't aware of their history here and what we could go through again. we know what 1991 and 1992 looked like with that recession. it

a great deal of concern and even suspicion that syrian government forces may actually resort to using chemical weapons. president obama has warned there would be consequences if bashar al-assad's military conducts such chemical warfare. does that mean the u.s. may possibly consider eve enacting some military option in syria? >> i think what people are looking at is whether the chemical weapons can be secured or destroyed in place. this is very, very dangerous. one could argue that we should have focused on the chemical weapons a longtime allege. the other risk of course is the chemical weapons get outside of syria, fall into the hands of al-qaida or other terrorist and be used worldwide. it was a very dangerous situation. the pope was absolutely right to call attention to it. >> obviously you've talked to a lot of people 0 behind closed doors in terms of what is happening in syria and the entire middle east. what is going on here? why can't something, some resolution be found in this conflict? >> politics tpha* in tha in that part of the world is a blood sport. it's an all or nothing
